ITANAGAR, Aug 5: The All Nyishi Youth Association (ANYA) East Kameng district unit has requested to start the maintenance work of Nechiphu to Seppa road within 15 days.

Flash flood creates havoc
ITANAGAR, Aug 5: A devastating flash flood hit M/s Tehkar Traders, manufacturer of hollow brick, paving tiles and rallying post, at Chimpu, near Itanagar today.
There were about 12 people in its labour barrack when the flash flooding started at about 3 in the morning washing away all their personal belongings, even the utensils.
Fortunately everyone made it out safely.
“Building materials worth Rs 5 lakhs were washed away by the soaring river. Even the connecting bridge has been washed away. Nothing could be saved,” said Akom Tehkar Ligu, the proprietor of M/s Tehkar Traders while urging the concern authority to provide compensation for the loss.

ITANAGAR, Aug 5: Arunachal Pradesh Legislative Assembly secretariat will celebrate the first ever Assembly Day on August 7. Arunachal Pradesh Governor Lt Gen (retired) Nirbhay Sharma would inaugurate the function at Nokmey Namati Hall in presence of Chief Minister Nabam Tuki and other dignitaries. ILP system modified
YUPIA, Aug 5: Existing Inner Line Permit (ILP) system running in Yupia has been modified by the NIC Arunachal Pradesh.
The NIC Arunachal Pradesh has developed some enhanced security codes to prevent duplicacy of ILP. As per the new system ILP can be scanned with mobile phones with necessary software and camera by security personnel in check gates which will determine the genuineness of the ILP. The Deputy Commissioner, Papum Pare has welcomed the new initiative taken by NIC and ordered to implement the system from today.

E/Kameng CDPOs discuss problems in project implementation
ITANAGAR, Aug 05: Joint Director Women and Child Development department, T P Loyi conducted a review meeting with CDPOs and staff of East Kameng district at office chamber of DD (ICDS Cell) on August 2. East Kameng has seven sanctioned ICDS Projects.
The CDPOs highlighted their project profile, achievements and problems faced within their respective projects in the meeting. The review meeting discussed the need for posting of regular Deputy Director for ICDS Cell Seppa, deployment of adequate number of staff and need for training of staff and anganwadi workers. The need of independent office buildings and staff quarters for quality service delivery has also come up for discussion.
The Joint Director insisted on sensitization of the Panchayati Raj Institutions with regards to various schemes and programs implemented by the department. She also emphasized on the need to put effort by CDPOs to work along with Health Department to observe Village Health and Nutrition day.
Earlier, the Joint Director along with CDPOs visited Anganwadi Centres and took stock of the functioning of AWCs.
Later, Joint Director called on East Kameng Deputy Commissioner Tarin Dakpe and apprised him of various schemes implemented by the Department. Elephants destroy paddy fields, villagers seek compensation
PASIGHAT, Aug 5: A herd of elephants entered into the paddy fields of Kekek Borang, Govin Megu and Tembin Borang in Seram village under Mebo subdivision and destroyed the crops, resulting in huge losses to the farmers two days ago, according to DFO (Territorial) Naveen Kumar. Farmers in the area live under constant fear of being attacked by wild elephants, as they venture into the fields at night and cause a lot of destruction.
Wild elephants believed to be from the neighboring Assam often wander into the Mebo area in search of food and then go on a rampage when confronted by villagers.
Getting information, the DFO Kumar along with the Mebo Range Officer Neeraj Tamuk rushed to the spot and took stock of the situation.
While interacting with the villagers, Kumar informed that they are taking measures so that elephants do not stray into human habitations. He further claimed that such foray of elephants into agriculture fields is quite common because paddy, sugarcane etc attract elephants. Kumar advised the farmers to choose other crops for cultivation with the help of agriculture and horticulture experts.
The DFO believes that rubber plantation will be the fittest alternative for villagers as a permanent source of income. He however distributed some crackers which usually help villagers to push out the wild animals from human habitations.
In a separate incidence at Motum village which also falls under Mebo subdivision, one cattle has been lifted by a leopard. The angry villagers were planning to launch a community haunting but the timely intervention of T Mize DFO (Wild Life), people were convinced and chased it away into the Daying Ering Wild Life Sanctuary. AALO Aug 5: While continuing its extension reformation activities, ATMA West Siang district had conducted another District Level Farmers Training on Integrated Pest Management (IPM) on rice and cultivation practices of King Chilly (Capsicum annum) at Bogdo Panya village on August 1 last.
Altogether 92 farmers from various parts of the district and Panchayat members from the two villages took part in the day long training programme.

Mega project fails to supply water in
peak season

PASIGHAT, Aug 05: Inordinate delay in completion of mega drinking water project at Aohali under Mebo constituency is causing concern among local people.
The PHED, Pasighat division in an official statement on March 28 had asserted that the potable water supply at Mebo headquarters and adjoining villages, like Siluk, Aohali, Mottum, Ralling and Sigar will be made available within April this year. But their promise remained unfulfilled as yet.
The water supply mega project was funded by Union Ministry of Development of Northeastern

According to PHED engineers, the scheduled completion date of the project was March 15, 2013. The department reportedly received an amount of Rs. 14.60 crore while remaining fund amounting to Rs 5.93 crore was yet to be released by the union ministry.
Being annoyed with the undue delay of the water supply mega project at Aohali, about 21 km from Mebo town, local people have started to demand the authority to publish a “white paper” on utilization of fund against the drinking water project.
However, the PHED engineers are maintaining silence over the issue.

West Siang (Basar), Todo FC register wins
ITANAGAR, Aug 05: It was goals galore at the Rajiv Gandhi Stadium on the third day of the Eagle Trophy Invitational Tournament with a total of nine goals being scored, enthralling the audience present.
The first match of the day set up a clash between Model Sporting Club (MSC) and West Siang (Basar) FC (WSFC). It seemed early as though MSC would be dictating game play when Ganya Dungda managed to slip the ball past the West Siang goalkeeper on the second minute of the match itself. While the early goal may have deterred some other teams, the Basar boys were not let down and pushed for an equalizer. Their hard work paid off when Rijum Basar levelled the match at the 11th minute.
The goal seemed to infuse confidence in the boys as they forged ahead hoping to take
the lead for the first time in the match. Their efforts paid dividends in the 28th
minute thanks to Marda Nyodu who netted the ball into the goal to turn the score

But MSC were not ready to give up just yet as they came close to equalising the game for a second time almost immediately after WSFC took the lead. The effort though, went wide.
The young MSC boys had several opportunities to level things before half-
When play resumed, perhaps because of the weather and the ground condition the goalkeepers from both teams appeared to be struggling to keep up with their team mates. A series of scrambled goalkeeping on both ends of the field kept audiences at the edge of their seats. However, the excitement was for nought as neither teams, were able to convert their chances. Although it was at this moment when MSC came close to levelling the game once more but failed to do so.

Impact of Afghan conflict
The number of Afghan civilians killed or injured in the first half of 2013 rose by 23 per cent compared to the same period last year, owing mainly to the increased use of improvised explosive devices (IEDs) by insurgents, according to a United Nations report.

This marks an increase of 14 per cent in deaths and 28 per cent in injuries over the same period in 2012, the Mission stated in a news release. The increase reverses the decline recorded in 2012, and marks a return to the high numbers of civilian deaths and injuries documented in 2011.

civilian casualties in 2013 demands even greater commitment and further efforts by
parties to the conflict to protect civilians who are increasingly being killed and
injured in the crossfire,” said the Secretary-
