Biri Tabing, Chairman ACT apprised of the subsequent dangers the state will face if the placed demands are not redressed in time by the Govt of Arunachal Pradesh.

We are Scheduled Tribes and we don't need other nameplates of Minorities, OBCs etc. in our status, he added.

Regarding the granting of PRCs to the non-APSTs, Tabing strongly cleared and demanded for immediate cancellation of Temporary Residential Certificates (TRC) already issued to nearly 731 non APSTs in Tezu area and that the lands allotted to them should also be taken back by the authorities concerned for the safety and wellbeing of the indigenous mass with immediate effect.

Tabing also warned of the NPFcreating chaos,  if given place in the political scenario of the state.  And that it would be a folly from the side of the Govt or any individual if the refugees are not treated as refugees, regarding the Chakma-Hajong issue; granting them  Arunachalee citizenship would be a suicidal effort from the high-ups and open murder to the poor indigenous people, lamented Tabing.

PASIGHAT, Aug 5: A herd of elephants entered into the paddy fields of Kekek Borang, Govin Megu and Tembin Borang in Seram village under Mebo subdivision and destroyed the crops, resulting in huge losses to the farmers two days ago, according to DFO (Territorial) Naveen Kumar.  Farmers in the area live under constant fear of being attacked by wild elephants, as they venture into the fields at night and cause a lot of destruction.

Wild elephants believed to be from the neighboring Assam often wander into the Mebo area in search of food and then go on a rampage when confronted by villagers.

Getting information, the DFO Kumar along with the Mebo Range Officer Neeraj Tamuk rushed to the spot and took stock of the situation.

While interacting with the villagers, Kumar informed that they are taking measures so that elephants do not stray into human habitations. He further claimed that such foray of elephants into agriculture fields is quite common because paddy, sugarcane etc attract elephants. Kumar advised the farmers to choose other crops for cultivation with the help of agriculture and horticulture experts.

The DFO believes that rubber plantation will be the fittest alternative for villagers as a permanent source of income. He however distributed some crackers which usually help villagers to push out the wild animals from human habitations.

In a separate incidence at Motum village which also falls under Mebo subdivision, one cattle has been lifted by a leopard. The angry villagers were planning to launch a community haunting but the timely intervention of T Mize DFO (Wild Life), people were convinced and chased it away into the Daying Ering Wild Life Sanctuary. Mega project fails to supply water in

peak season

Correspondent

PASIGHAT, Aug 05: Inordinate delay in completion of mega drinking water project at Aohali under Mebo constituency is causing concern among local people.

The PHED, Pasighat division in an official statement on March 28 had asserted that the potable water supply at Mebo headquarters and adjoining villages, like Siluk, Aohali, Mottum, Ralling and Sigar will be made available within April this year. But their promise remained unfulfilled as yet.

The water supply mega project was funded by Union Ministry of Development of Northeastern Region (DoNER)) under Non-Lapsable Central Pool of Resources (NLCPR) during March, 2010.

According to PHED engineers, the scheduled completion date of the project was March 15, 2013. The department reportedly received an amount of Rs. 14.60 crore while remaining fund amounting to Rs 5.93 crore was yet to be released by the union ministry.

Being annoyed with the undue delay of the water supply mega project at Aohali, about 21 km from Mebo town, local people have started to demand the authority to publish a “white paper” on utilization of fund against the drinking water project.

However, the PHED engineers are maintaining silence over the issue.

The people have also alleged construction of weak RCC posts for holding heavy DI pipes at river-crossing points in stead of Bailey Bridge.

The people have criticized the local MLA for not taking any initiative for early completion of the mega project.

Eagle Trophy

West Siang (Basar), Todo FC register wins

ITANAGAR, Aug 05: It was goals galore at the Rajiv Gandhi Stadium on the third day of the Eagle Trophy Invitational Tournament with a total of nine goals being scored, enthralling the audience present.

The first match of the day set up a clash between Model Sporting Club (MSC) and West Siang (Basar) FC (WSFC). It seemed early as though MSC would be dictating game play when Ganya Dungda managed to slip the ball past the West Siang goalkeeper on the second minute of the match itself. While the early goal may have deterred some other teams, the Basar boys were not let down and pushed for an equalizer. Their hard work paid off when Rijum Basar levelled the match at the 11th minute.

The goal seemed to infuse confidence in the boys as they forged ahead hoping to take the lead for the first time in the match. Their efforts paid dividends in the 28th minute thanks to Marda Nyodu who netted the ball into the goal to turn the score 2-1.

But MSC were not ready to give up just yet as they came close to equalising the game for a second time almost immediately after WSFC took the lead. The effort though, went wide.

The young MSC boys had several opportunities to level things before half-time, most notably when they were awarded a free kick from a good position just outside the penalty box. Unfortunately due to the heavy downpour that occurred earlier in the day meant that the field had been rendered slippery as MSC’s goal scorer Ganya Dungda found out. His shot came close but failed to hit the target as he slipped and fell. At half-time the scores stood at 2-1.

When play resumed, perhaps because of the weather and the ground condition the goalkeepers from both teams appeared to be struggling to keep up with their team mates. A series of scrambled goalkeeping on both ends of the field kept audiences at the edge of their seats. However, the excitement was for nought as neither teams, were able to convert their chances. Although it was at this moment when MSC came close to levelling the game once more but failed to do so.

With the impending final whistle looming large in the minds of players and spectators alike, it seemed as though the match would end with the score the way it was at half-time. WSFC however, had other plans as they kept on looking to extend their lead and managed to find it quite easily thanks to some lacklustre defending. In the 65th minute, Tonya Basar made it 3-1 to win the game.

While the first match was a closely contested affair, the second match between Todo FC (TFC) and Ganga Arrows FC (GAFC) was a rather one-sided game. TFC set the tone of the match early in the match when number 11 Kamika Thang scored an easy goal, pushing the ball past the GAFC goalkeeper in the sixth minute of the match. TFC would go on to dictate much of the first-half but not increase their lead. GAFC on the other hand struggled to find an equaliser as the half-time whistle blew with the score of 1-0 to TFC.

The second-half had an explosive start as Apa Gyamar of TFC extended his team’s lead in under one minute with a brilliant cross to find the far side of goal, leaving the GAFC keeper helpless.

TFC’s Kamika Thang who had scored earlier in the first-half was in fine form as he managed to net another goal past the keeper just ten minutes after his team mate had extended their lead making it 3-0.

The GAFC supporters were beginning to grow impatient as their team were unable to hold on to the ball long enough to create any chances. However, the players gave in their all and managed to give quite a lot of scares to the TFC goalkeeper. Amidst the confusion in the TFC penalty box, the Ganga Arrows managed to win a corner kick. The brilliantly taken corner managed to find its target in Somir Tikhak of GAFC as he headed in a beautiful goal. With the scores at 3-1, the players were overjoyed.

With new vigour and energy the GAFC boys felt that perhaps they could manage to get a point out of the fixture as they came close to scoring soon after their first goal. However, their optimism wouldn’t last long as TFC’s Kamika Thang was determined to get the tournament’s first hat-trick.

Thang found the ball in a good position and delicately lobbed the ball past the keeper to take the game beyond GAFC’s reach. Although several chances at both ends came, none of them were converted into goals. At the final whistle, the scores stood at 4-1 to Todo FC.

Impact of Afghan conflict

The number of Afghan civilians killed or injured in the first half of 2013 rose by 23 per cent compared to the same period last year, owing mainly to the increased use of improvised explosive devices (IEDs) by insurgents, according to a United Nations report.

The mid-year report on the protection of civilians, produced by the UN Assistance Mission in Afghanistan, documented 1,319 civilian deaths and 2,533 injuries – a total of 3,852 civilian casualties – in the first half of 2013.

This marks an increase of 14 per cent in deaths and 28 per cent in injuries over the same period in 2012, the Mission stated in a news release. The increase reverses the decline recorded in 2012, and marks a return to the high numbers of civilian deaths and injuries documented in 2011.

“The violent impact of the conflict on Afghan civilians marked by the return of rising civilian casualties in 2013 demands even greater commitment and further efforts by parties to the conflict to protect civilians who are increasingly being killed and injured in the crossfire,” said the Secretary-General’s Special Representative and head of UNAMA, Ján Kubiš. “The increase in the indiscriminate use of IEDs and the deliberate targeting of civilians by anti-Government elements is particularly alarming and must stop,” he added.

The second biggest cause of civilian deaths and injuries were “ground engagements” between Afghan security forces and anti-Government elements, which UNAMA said poses an increasing threat to Afghan children, women and men.

“The growing loss of life and injuries to Afghan women and children in 2013 is particularly disturbing,” said UNAMA’s Director of Human Rights, Georgette Gagnon. “Deaths and injuries to women and children increased by 38 per cent in the first half of 2013 reflecting a grim reality of the conflict today in Afghanistan.”
